Ever since I started playing 44 days ago I had 750 area for the first base when I did not upgrade my company HQ and still have only 1 permit. I assumed that it is intentional until I inquired about it on a different server and was informed that it is not normal:

So far I am at 485 area and have not exceeded 500 area. It may be a visual bug. I will send a ship to get some construction materials to test. Will update the post once I do that.
The issue seams to be the fact that at the start of the game it hard-locks the second permit to the original permit until the player upgrades the HQ and gets a third permit.
Perhaps there is also a persistent issue that affects much older bases? There is definitely something that should be fixed
It seems that these are two separate issues. @Crash5291: looking at your account, the amount of used permits for XG-452 b is now at 1 again. How did you solve it? Was it just a display issue?
Nothing i tried worked so i left it and came back roughly 17hrs later and it was sorted
Unsure on just a display issue as i did not attempt to drop a base, but i was locked out of adding a permit anywhere else when it was locked up on 452b
