Tax limits on starter planets (and how taxes are calculated)

TL;DR: remove tax limits on starter planets or at least set them to x3 for TEC+ until the faction gov can set them to avoid inflation pressing the costs on PIO and SET which are the pops new players use.
And making taxes per workers used instead of per building would help too.

Currently the tax limits on starter planets can be too low for advanced pops unless the goods are subsidized or the population mix is good for education.

On top of that comes how taxes are calculated, here an example for SCI:
Taxes are paid per building and not per workers used which means that for example a SL with 20 SCI pays 1980 at tax limit => ~100 per worker per day at 100%
Meanwhile a SPF also has 20 SCI but also 50 ENG, which means that the 1980 will be calculated down to the ratio which the SCI have on the buildings workforce (2/7) which means that the tax for these SCI at max are 1980/7*2/20= 28,3 per day at 100% which is waaaay below cost. This means that the tax limit for manufacturing SCI should be 3,5 times higher compared to electronics SCI. (for the chemistry building EEP it would be 5x).

Here is a list of the ratios that worker/tax, or at least a rough approximation of it as for example extraction alone has 30, 40, 50 and 60 PIO buildings which all run over the same tax.

A better overview for govs of what class (and profession) is paying how much of the taxes would be nice as currently it is just guessing who pays how much and what a tax adjustment will do.
