I established a colony and when the population report rolled around it removed the workers I started with and set the population back to 0. I had the PIO upon starting the base but now it is abandoned! Happiness has the ! of Explorers Grace except my workers are all gone!
That’s a bug that occasionally pops up. Molp will add some workers for you.

Afaik explorers grace only works for newly colonized planets, an this one is at POPR #176.
If a planet is abandoned for a certain period of time it will be allotted explorers grace after being colonized again.
