On worlds where life support isn’t free, there’s not a good option for getting rid of unwanted pioneers/settlers, who will lower your life support % and therefore destroy need fulfilment for all pops.
We either need the education programs to be a lot stronger again (though not as OP broken), some sort of expel undesirables program (maybe have it double or triple the unhappiness from unemployment?), or a way of having the higher tier pops (or whichever pops are closest to full employment) get their needs met first even if the pioneers are not.
This isn’t really a space capitalist dystopia if I can’t oppress the useless masses to guarantee the productivity of my more advanced facilities.
