Gov improvements

This is a collection of multiple parts covering qol, gov transparency and other reworks.

Election system:
Approval voting is nice for election one winner, in our case the gov. But the system fails if there is more than one “winner” position and we are back to strategic voting again as in a 3 seat government the two parliament members can overrule the Gov despite representing less voters. This system leads to a lot of votes being lost as “duplicate” candidates can just fill the seats and thus votes are also often misrepresented.
My proposal: Basically the old system but the candidates are weighted in motions accoring to the amount of votes they got. Example:

  • 100 players vote, every player has one vote
  • 4 candidates (A-D), 3 seats
  • A gets 40 votes, B gets 30, C gets 20, D gets 10
=> 10 votes are lost, two candidates have to work together to pass a motion (depending on how it it is implemented B and C could not pass a motion together as they only represent 50% of the voters which is not a majority meaning A is the only one able to pass motions if they find a partner)
=> because there are no unnessesary “filler”/“duplicate” candidates needed one player represents one political faction which means that parliaments become way diverser and parliament roles become more meaningful

Splitting politics and management:
Planetary and gateway management can already use up multiple seats leaving no space for actual politics. The Gov could for example elected through a approval voting where the winner gets the job and make motions with 1 motion weight, doubling as a tie breaker (see election example). Or Gov and other managers could be appointed by the parliament through a motion. Aside from one “Gov” and multiple “managers” which can put up motions it could also be possible to add “spectators” which can see the gov screen but not make motions or vote on them. This would be useful for players interested in government mechanics.

Making CoGC a motion:
Per gov term there are 5 elections, 4x CoGC and one for gov. With 20 bases this means over 3 elections per day where CoGC doesn’t change 99% of time. It is not rarely the case that nobody votes for CoGC or somebody accidentally votes for something wrong (PIO) which then changes it for one week despite nobody on the planet wanting it.
Making it a motion on the planets with ADM would reduce (unnessesary) votings by 80% drastically reducing voting fatigue and giving a topic to make politics about. Maybe there could be a field in ADM in which the candidates can select for which CoGC they are running.

Giving gov access to WAR and buy/sell motions:
This would take the storage burden away from the Gov while also enabling parliament members to fill CoGC and POPI if the Gov is absent with the materials the gov owns. It would also make the paperwork easier and more transparent as the gov can just buy materials compared to the current “trust me bro” CoGC/POPI payouts.
CoGC could also automatically pull from the WAR to fill itself reducing micromanagement for govs, maybe POPI too (having a checkbox in each POPI building material for example).

Making FINIS monthly instead of weekly, or both:
CoGC has a 10d cycle and POPI a 15d so looking at the two last two 7d cycles doesn’t make much sense, and for example because of bigger production orders the tax income can change from week to week. Having 30d (or simply months) would be way more helpful.

More data in general for govs:
Which profession and worker class pays how much of the total income? Currently that is a pure guessing game and how production fees are calculated doesn’t help
