I’ve found some discrepencies in the education rates, both passive rates and from education POPI.
Contrary to this devpost: Balancing Changes to MMs, POPI and alt. recipes (May 6th, 2025)
The rates do not seem to have been adjusted to the rates stated.
Here’s what I have found and confirmed the education rates to be:
EDU POPI education rates:
PBH: 0.1%, LIB: 0.2%, UNI: 0.4% - only enabled EDU buildings will provide their education bonus (I think only enabled POPI applying bonus is intended, just stating anyway).
Passive education rates:
Pio>Set: 2.5%
Set>Tech: 2.0%
Tech>Engi: 1.25%
Engi>Sci: 0.75%
Advanced Education does not apply the bonus as expected - instead of 10%, 15% and 30%, it gives 50%, 75%, and 100% bonus.

Evidence/Explanations:
I’ve checked a half dozen planets (Circe, Circa, XG-751b, Malahat, LB-476b, Phobos) and these passive and POPI education rates are accurate even across a dozen POPR’s and account for even partial education (except when adv edu is run).
Example of passive Engi>Sci:
XG-430b (no EDU POPI, gained Sci on report 224)
Example of disable edu providing no bonus: Circe (Report 213: 10 PBH, 10 LIB, 10 UNI, only gains 4.75% to SCI)
Examples of Advanced Education bonus:
Adv Edu 3: Malahat report 217,218, 223 (Educated pops is double expected) and LB-476b report 167 (Pio>Set is doubled, but Set>Tech is 50% more than expected) EDIT, Set>Tech used to be 1.5%, which is why the LB-476b is a different value.
UPDATE: Running Adv Edu 1 yielded a 50% boost to all education rates (LB-476b POPR 189)
Running Adv Edu 2 yielded a 75% boost to all education rates (LB-476b POPR 190)

The PBH, LIB, UNI used to be 0.05, 0.1, 0.2, were changed around Feb 2022 to be 0.1, 0.2, 0.4, and don’t seem to have changed since, contrary to the post stating they are changing from 0.05, 0.1, 0.2 to rates of 0.1, 0.2, 0.3.
