Redefine commands to always accept planet ID

PROD, BURN there’s probably more but with the new screen variables being able to have these change based on the planet in a variable would be nice rather than just summoning a Also a seperate INV %planet% BS and INV %planet% WAR to directly open the base and warehouse inventories would be nice, as well as a CONTS %planet% that shows a conts screen with only the conts that mention the given planet. If only one cont mentions the planet then it would be nice if instead it opened that cont up also …
