The welding plant doesn’t seem to have much use compared to other tier 1 buildings. Specifically, the GC, GV, FLP, FC could be used in the construction of COLs and RIGs.

I completely agree. They are used in the construction of space ships and trusses. We currently have a young population and there aren’t many players doing this yet. I don’t much care what they are used for but it must include early game products.
